As you probably already know, the state of Washington banned cell phone Texting on Jan 1st, 2008. Starting tomorrow, July 1st 2008, drivers in Washington state will not be allowed to make a cell phone call without a hands-free device or speakerphone. The fine for using a cell phone without a hands-free device is $124. It is a secondary offense and drivers cannot be pulled over unless they have committed another violation.
The exception to this law is 911. If you are in an emergency situation, you may use your cell phone without a hands free device to call 911. Be warned, there is not a grace period to this law.
Oregon has no cell phone restrictions, with the exception of banning teens under the age of 18 from using a cell phone while driving, or texting while they are driving.
